Louisville’s MSD Sanitary Sewer Line Replacement Program
Sewer service lines are pipes that take wastewater from your home and transport it to the city’s main sewer line. As a homeowner, maintaining sewer service lines to your property is your responsibility.
If your Louisville home was built before 1980, these pipes were typically made of clay. These clay sewer service lines are prone to crack or separate over time, which can cause water leaks or allow roots to enter the pipe. Improper installation can cause even newer service lines to leak.
However, repairs to these pipes can be expensive, which is why Louisville’s Metropolitan Sewer District, or MSD, has introduced the Sanitary Sewer Line Replacement Program.
MSD Sanitary Sewer Line Replacement Program (SSLRP)
As a participant in this MSD program, you are loaned up to $5,000 to cover the cost of replacing your sewer service line with durable and efficient PVC pipe. Repayment can be made within three three years at zero percent interest, although there is a $270 fee to cover administrative costs.
If you decide to participate in the SSLRP, you must obtain at least two bids from plumbers on their Approved Plumbers List.

Program Guidelines (Per the MSD’s flyer on the Sanitary Sewer Line Replacement Program)
- The program is available only to single-family residential properties.
- Partial sewer line replacements are not eligible. The program applies to total replacement only.
- To be eligible for a loan, customers cannot be delinquent on any MSD billing.
- The program can be used only once per property.
- MSD and the state plumbing inspector will inspect all work.
- A lien will be placed on the property to secure the MSD loan. Therefore, the owner of the property must sign all agreements. Once the loan has been repaid in full, MSD will release the lien on the property.
